Artificial intelligence is advancing at an extraordinary pace. According to Stanford University's latest AI Index Report, AI systems reached gold-medal performance on International Mathematical Olympiad problems and solved more than 60% of real-world software engineering benchmark tasks.

Yet capability is only part of the story.

  • Researchers from the University of Toronto found that even the most advanced AI agents completed fewer than 40% of customer-service tasks and only about 30% of realistic workplace assignments.

  • Meanwhile, the number of documented AI incidents increased from 233 in 2024 to 362 in 2025.

Who Owns Ethical AI?

The question is not whether responsibility is shared across multiple functions. It is whether accountability remains clear when AI influences decisions that affect people.

1. HR Owns People Impact: HR is best positioned to assess how AI affects employee experience, fairness, inclusion, workforce decisions, and organizational culture.

2. Legal Owns Compliance: Legal and compliance teams help organizations navigate privacy requirements, employment regulations, documentation obligations, and emerging AI legislation.

3. IT Owns Technical Safeguards: Technology teams are responsible for secure systems, reliable data, monitoring capabilities, access controls, and technical protections that reduce risk.

4. Business Leaders Own Appropriate Use: Business leaders decide where AI is deployed, how recommendations are incorporated into workflows, and which decisions require human oversight.

5. Executive Teams Own Accountability: Executive teams establish priorities, define risk tolerance, allocate resources, and remain accountable for the outcomes when AI influences workplace decisions.

No single function owns ethical AI. What matters is ensuring accountability remains visible, understood, and enforceable when decisions affect people.
